Matt cuts clearly says that Geo–location or redirecting users based on their location is not considered as spam, you are free to use redirection based on  user location.

Matt cuts simple says that Google will not consider any web page as spam if they are using Geo-Location base techniques as a Spam.

For better understanding let us take a very basic example, you are showing ABC content to Google Search engine and XYZ to users according to their location. So, this is not comes under spam condition and not violates Google policies. Suppose if a user came from Spanish IP address or Spanish domain to your website and you redirect it to Spanish version of your page, that’s not an issues, you are free to do this.
